Northrop Grumman is seeking a Supply Chain Professional to join the Global Procurement Services organization. The selected candidate will be responsible for managing Information Technology agreements, procurement and/or sourcing efforts through solicitation, purchase order award and post-award administration. Primary commodities will be Information Technology Telecommunications Services, Software, Hardware and Professional Service requirements supporting enterprise business area infrastructure. Supplier management including maintaining and developing strong relationships focused on achieving Enterprise support and success. Strong negotiation skills required to achieve success in delivering customer and business expectations. Ability to lead multiple cross functional teams simultaneously culminating with effective executive leadership presentations geared toward successful supplier contracts and major transactions.

Job responsibilities include, but are not limited to:

  • Primary focal point for major IT supplier relationships
  • Lead multiple IT and Telecom supplier product or technology evaluation/ competition or renewal teams
  • Preparing request for proposal packages for materials, equipment, software, or services
  • Conducting analysis and evaluation of proposals, facilitating the selection/recommendation of suppliers, negotiating contract provisions and pricing, issuing awards
  • Through competition, establish, negotiate and maintain supplier agreements
  • Negotiate terms and conditions of all components of contractual agreements, including Statements of Work, Professional Services Agreements, and Purchase Orders
  • Negotiating and coordinating additions, deletions, or modifications to purchase orders and supplier contracts
  • Maintain and report competitive savings on transactional activities
  • Pursue and manage small business and small business sub category opportunities where possible
  • Problem-solving and analytical skills
  • Written and oral communication skills up to and including executive levels of management
  • Ability to work independently in a fast-paced, business-oriented environment, effectively working with internal customers, support groups to achieve desired savings and contract expectations
  • Ability to effectively lead and influence a diverse Integrated Procurement Team driving results for successful contracts and product/service delivery


Qualifications:

Basic Qualifications:

  • Bachelor’s degree in Business, Supply Chain or related discipline with a minimum 15 years’ experience with IT sourcing, transactional buying, analysis/negotiation and acquisition of goods and services; or a minimum 13 years’ experience with a Master’s degree
  • Must have Telecommunications master agreement and service order negotiation and processing including wired, wireless and collaboration type services
  • Experience contracting for XaaS, especially SaaS, Cloud, Hardware and Software products/ maintenance
  • Statement of Work (SOW) and Requirements Document review, understanding and inclusion in bid packages and contracts
  • Microsoft Office Suite with special emphasis on Excel (at least intermediate level)

Preferred Qualifications:

  • Demonstrated negotiation skills covering long term agreements in the Telecommunications areas including working knowledge of wired circuit orders, wireless and collaboration services
  • Experience in the SAP and/or Ariba procurement module modules
  • Experience in negotiation of information technology products and services, including, but not limited to, contract elements such as data privacy, data protection, software as a service, hardware and maintenance, export/import concerns
  • Knowledge and experience with direct government purchasing
